Jason Duval

Jason Duval is Lucia's co-protagonist. Rockstar's materials describe him as having grown up around criminals, with a brief stint in the military before the game's timeline begins.

He's based in the Leonida Keys, and Rockstar's own descriptions lean into his maritime and coastal expertise — boats, water routes, the parts of the map Lucia's Vice City background doesn't cover. Trailer footage backs this up: several of Jason's scenes take place on or near water, and his confirmed employer (Brian Heder, below) runs a marina.

That split matters for how the map probably gets used. Lucia's background points to Vice City proper; Jason's points to the Keys and open water. Raul Bautista is shown in trailer footage holding a Carbine Rifle. Rockstar's official character materials describe him as a logistics specialist — someone who handles heist planning and works a regional contact network rather than pulling triggers directly.

That combination — logistics plus a visible weapon in trailer footage — reads as a character who's both an organizer and someone capable of fieldwork when a job requires it (speculation — not confirmed by Rockstar).

Brian Heder

Brian Heder is a veteran drug runner. Rockstar's materials confirm Jason works for him in the Leonida Keys, and that Heder owns Heder Boat Works & Marina.

Given Jason's own maritime background, a marina-owning boss based in the Keys lines up directly with the smuggling/water-route angle Rockstar has already leaned into for Jason's character (speculation on the specific job details — the employer relationship and marina ownership are confirmed by Rockstar). • Hammer Lady — a woman seen wielding a hammer in a confrontation shot. Fan-named, unconfirmed.
